
The group behind EMSAC’s WP1 has developed tools to characterize European marine clusters, which will help in the selection of future partners.The tools, which included an extended cluster characterization survey, a marine cluster overview, and a top-level survey, identified characteristics and effectiveness of participating clusters using parameters, such as structure, organization, influence, and funding. The key cluster information serves as the central data hub and will accelerate development of other work packages (WPs), such as WP4 and WP8. In more detail, the extended survey focused on data, such as biographical information, cluster operation (staff, budget, etc.), descriptive information (history, objectives, etc.), and coastal water resource management (areas, activities, etc.). In addition, the top-level survey also focused on key success factors grouped under the three elements of the triple helix: business engagement, research base engagement, public authority. These key success factors were assigned a score by each cluster to describe their level of activity, which may measure and monitor cluster progress.
The results showed that the clusters are diverse, both in terms of scope, role and impact, and they are set up to achieve increased investment and business growth in very different ways.
